ME1 PC Garrus Face Fix (No Texmod)

Was catching up on the ME4 panel thread and was pleased to hear many are playing ME1 on PC for the first time. The Garrus face issue was mentioned, but no word of the correction, so I wanted to stick it here in case anyone else is plagued by this as I was for years on end. The original fix involved Texmod and replacing textures during run time and blah blah. It didn't work for me. In fact, it worked so poorly that my videocard freaked out and was essentially ruined. Could be a coincidence, but I highly doubt it. Anyway, this whole thread has been a massive digression thus far, so my apologies. Here is the thread on Bioware social that explains the ini settings required to lock the level of detail for the textures to their max which fixes Garrus as his LOD progression was reversed (what the hell Demiurge was thinking, I'll never know):
